A Cincinnati native, David Foley was first honored as a scholar-athlete by the Cincinnati Chapter of the National Football Foundation as a high school senior. A three-time Academic All-American, the Ohio State co-captain owned a 3.1 GPA and was an Honor Cadet in the ROTC. He was an All-America and All-Big Ten selection in his senior season. The 1968 Buckeyes were consensus national champions, finishing with a perfect 10-0 record after a 27-16 win over USC in the Rose Bowl.

Foley was selected in the first round (26th overall) of the 1969 NFL Draft by the New York Jets. After two years with the Jets he was traded to the Buffalo Bills, where he played for the remainder of his professional career. He was selected for the Pro Bowl in 1973. He started Dave Foley & Associates in 1972, specializing in life and health group benefits. He was elected to the Ohio State Varsity O Hall of Fame in 1984.
