Biography
Holley has served as executive director of the Schuykill County Municipal Authority since 1973. He is the past president of the Pennsylvania Municipal Authorities Association, the past secretary/treasurer of the Pennsylvania Section American Water Works Association and is currently a member of the Pennsylvania Water Works Operators Association.
Holley is a charter member of the Schuylkill/Pottsville Chapter of the National Football Foundation and has served as its president since 1990. Its membership has become one of the highest in the east under Holley’s leadership.
